6 people decide fate of 100 people

out of every 100 people in india only 40 people spend their valuable time and go to polling booth and vote to elect their  leader. 

A leader will win with 12 people votes (30% of votes - that is 30% of 40 people).

50 percent of majority from all elected leaders is enough to form the government.  that turns out to be 6 people (50% of 12) 

and that government will pass all bills as convienient to them ignoring ethics, disturbing customs and change existing laws in fabvourable to them..  

just 6 people are changing the fate of 100 people... 

can we call this real polytics... is our law ethical..??? are rules framed according to darma sutras ..??? 

can we change these polyitics..???
